Leonard led a panel discussion for the Florida Educational Negotiators discussing concerns and issues school districts across the state are facing during the continuing pandemic such as:

• Escalating unemployment claims experience in school districts;
• Unvaccinated employees in district worksites including a discussion of procedures and policies on employee vaccination and experiences with employee vaccination hesitancy or resistance;
• Documentation and privacy (e.g., HIPPA, ADA);
• The urgency of “finding” missing students including effective initiatives, identifying and documenting observed patterns and the plans to mitigate loss of learning.
• Identifying permissible expenditures included with the Cares Act.
